Order of the Voice

As ancient as time itself, the Thu'um, or simply the Voice, is a form of mystical magical energy that empowers the words of both dragons and mortals who learn to wield such might. The Voice is an audible, and tangible, manifestation of a mystic’s psionic abilities. Mystics of the Order of the Voice may have studied the Way of the Voice under the Greybeards of Skyrim, but solitude and isolation would not be their ultimate fate.

Many of these mystics may find that the Greybeard’s approach of isolationism does not suit them. Like the ancient Nordic hero, Jurgen Windcaller, mystics of the Order of the Voice use their shouts not as a means of conquest, but as only in times of true need.

A mystic of the Order of the Voice needn’t be a dragonborn in order to produce dragon shouts. Years of study, meditation, and practice with the masters of the Thu’um can allow anyone who’s willing to learn this ancient art.

Disciple of the Voice

1st-level Order of the Voice feature

You learn mystical powers known as dragon shouts (see Enemies of Elsweyr pages 34-38 on rules for dragon shouts). A dragon shout requires you to spend psi points each time you use it. You know two dragon shouts of your choice that are a power level of 1. You learn one additional shout of your choice at 3rd, 6th, and 14th level.

Whenever you learn a new dragon shout, you can also replace one shout that you already know with a different shout.

Some dragon shouts require the target to make a saving throw to resist its effects. Intelligence is your psionic ability for your dragon shouts. You use your Intelligence modifier when setting the saving throw DC for a dragon shout.

All dragon shouts have a power level prerequisite. This power level refers to the number of psi points it costs in order to cast these dragon shouts plus 1. You cannot learn a dragon shout above your current psi limit. For example, if you are a 5th-level mystic and use Unrelenting Force, you can spend 3 psi points to cast it (the shout's base power level 2 plus 1).

Variant: Psionic Discipline Conversion

With the approval of your GM, whenever you gain a level in the mystic class that allows you to choose an additional psionic discipline in this class, you can instead forgo this discipline and choose one additional dragon shout to learn.

Bonus Discipline

1st-level Order of the Voice feature

You learn one additional psionic discipline of your choice. It must be chosen from among the Voice disciplines.

Bonus Proficiencies

1st-level Order of the Voice feature

You gain proficiency with medium armor, shields, longswords, and battleaxes.

Fighting Style

3rd-level Order of the Voice feature

You adopt a particular style of fighting as your specialty. Choose one of the following options. You can't take a Fighting Style option more than once, even if you later get to choose again.

Archery. You gain a +2 bonus to attack rolls you make with ranged weapons.

Defensive. While you are wearing armor, you gain a +1 bonus to AC.

Dueling. When you are wielding a melee weapon in one hand and no other weapons, you gain a +2 bonus to damage rolls with that weapon.

Protection. When a creature you can see attacks a target other than you that is within 5 feet of you, you can use your reaction to impose disadvantage on the Attack roll. You must be wielding a shield.

Two-Weapon Fighting. When you engage in two-weapon fighting, you can add your attribute modifier to the damage of the second attack.

Extra Attack

6th-level Order of the Voice feature

You can attack twice, instead of once, whenever you take the Attack action on your turn. Moreover, you can use one of your talents in place of one of those attacks.

Dragon Warrior

14th-level Order of the Voice feature

When you use your action to cast a dragon shout, you can make one weapon attack as a bonus action.
