Multiattack. The hag makes three attacks with its Magic Staff or Steal Essence.

Magic Staff. Melee Spell Attack: +7 to hit, reach 5 ft., one target. Hit: 9 (1d8 + 4) bludgeoning damage.

Steal Essence. Ranged Spell Attack: +7 to hit, range 60 ft., one target. Hit: 17 (2d12 + 4) necrotic damage, and the target can't regain hit points until the start of it's next turn.

Spellcasting. The hag casts one of the following spells, using Intelligence as the spellcasting attribute (spell save DC 15, +7 to hit with spell attacks). The hag is a 9th level spellcaster and has 37 magicka points:

Variant: Change Shape
Some hag-witches are able to take on the shape of an animal. They have the shapechanger tag and gain the following bonus action:

Change Shape. The hag magically transforms into a Beast with a challenge rating of 3 or less and can remain in that form for up to 8 hours. The hag can choose whether its equipment falls to the ground, melds with its new form, or is worn by the new form. The hag reverts to its true form if it dies or falls unconscious. The hag can revert to its true form using a bonus action. While in a new form, the hag's stat block is replaced by the stat block of that form, except the hag keeps its current hit points, its hit point maximum, this bonus action, its languages and ability to speak, and its Spellcasting action. The new form's attacks count as magical for the purpose of overcoming resistances and immunity to nonmagical attacks.
