Magic Resistance. The undead dragon has advantage on saving throws against spells and other magical effects.
Bite. Melee Weapon Attack: +9 to hit, reach 10 ft., one target. Hit: 15 (2d10 + 4) piercing damage, plus 5 (1d10) necrotic damage.
Claw. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 11 (2d6 + 4) slashing damage.
Tail Whip. Melee Weapon Attack: +9 to hit, reach 15 ft., one target. Hit: 13 (2d8 + 4) bludgeoning damage.
Frightful Presence. Each creature of the dragon’s choice that is within 120 feet of the dragon and aware of it must succeed on a DC 13 Willpower saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Frightful Presence for the next 24 hours.
Dragon Shouts (Recharge 5-6). The dragon uses one of the following dragon shouts:
Dismay (Faas Ru Maar). The dragon speaks a force of terror. Every creature in a 30-foot cone must succeed on a DC 18 Willpower saving throw or drop whatever it is holding and become frightened for the duration.
The frightened creature must take the Dash action and move away from the dragon by the safest available route on each of its turns, unless there is nowhere to move. If it ends its turn in a location where it can’t see the dragon, it can make a Willpower saving throw. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Dismay for the next 24 hours.
Plague Breath (Dinok Folook Alok). The dragon exhales deathly energy in a 60-foot cone. Each creature in that area must make a DC 18 Agility saving throw, taking 66 (12d10) necrotic damage on a failed save, or half as much on a successful one.
Soul Tear (Rii Vaaz Zol). The dragon’s voice cuts through flesh and shatters souls. One creature that the dragon can see within 30 feet of it that can hear the dragon must make a DC 18 Endurance saving throw, taking 55 (10d10) necrotic damage on a failed save, or half as much on a successful one. A creature that is reduced to 0 hit points by this damage dies and is immediately raised as a zombie that obeys the dragons commands.Detect. The dragon makes a Willpower (Perception) check.
Tail Attack. The dragon makes a tail whip attack.
Wing Thrash (Costs 2 Actions). The dragon beats its wings. Each creature within 10 feet of the dragon must succeed on a DC 17 Agility saving throw or take 11 (2d6 + 4) bludgeoning damage and be knocked prone. The dragon can then move up to half its flying speed.Found In: Enemies of Elsweyr
Undead Dragon
Although they are not born, the otherwise immortal dragons can die. The death of a dragon is still considerably rare compared to other creatures on Nirn, but their rise into undeath is even rarer. Only extremely powerful necromancers are able to pull off such feats, or perhaps another dragon themselves, putting the fallen into their eternal service.
Dragon souls have divine properties, making them particularly difficult to trap or control. Reanimating a dragon is an exceptionally complicated task, usually requiring the soul of another powerful animal, such as a mammoth or a wamasu, and binding that to the dragons skeleton to gain control over it. A necromancer may even choose to bind their own soul to such a powerful form, if they were interested in such a dire burden.
Dragons have a stronger link to their their physical forms than mortal creatures, making the manipulation of their souls a monumental task. If a soul ever was successfully sheared from its remains, it is likely that the soul would dissolve over time, or return to Akatosh himself, preventing the dragon from ever being resurrected again.
